Senior Manager Treasury

The nature and scope of the job is to support and advise Management in the creation and maintenance of an appropriate capital structure of debt and equity in order to fund the business, while getting the optimum balance between cost and risk. The jobholder also ensures that at all times the Bank has the liquidity and cash to meet its obligations as they fall due, taking in funding from equity or debt capital markets activities, bank borrowings, through to day-to-day cash management and investment, in accordance with the Bank's policies and procedures.

Responsibilities:

•  Cash Management and Cash-flow Forecasting

a) Responsible for the preparation of regular short and long term cash flow forecasts for the Bank in the forex and money markets, in order to ensure optimum use of the Bank's funds;

b) Develop and maintain the accuracy of all levels of Cashflow forecasting in order to ensure adequate funding for all the Bank's activities;

c) Develop and maintain working capital management and short term liquidity processes for the Bank, while managing the attendant risks;

d) Manage the use of borrowing facilities and the investment of surplus cash balances efficiently and within the Bank's risk management guidelines;

•  Funding Strategy & Management

a) In conjunction with the Specialised Funding team, determine medium/long-term funding requirements for the business and prepare required action plans for their achievement, in line with the Bank's strategic plan;

b) Ensure that appropriate borrowing and other facilities are negotiated and in place and maintaining and updating as may be required, the policies and procedures for the use of those facilities;

c) Planning, analysis and development of debt and equity market (shareholder equity mobilisation) initiatives at optimum pricing, including all modelling and scenario testing of the impact on balance sheet, P&L and market metrics;

d) Manage the operational execution of all debt and equity market initiatives, including arranging appropriate hedging transactions, equity management programs and bond issuance, while managing the associated risks;

e) Develop appropriate relationships with banks and other potential funding providers in the capital and equity markets so that the Bank has access to the fullest range of funding opportunities

•  Interest Rate and Forex Risk Exposure Policy & Management

Manage the process and governance of interest rate and Forex exposures and provide guidance towards the planning and implementation of required hedging policies and strategies, within the Bank's risk management guidelines;

•  Payment and Clearing Systems

In liaison with the Finance and Banking Operations departments, provide input into the management of the payments/clearing infrastructure of the Bank (e.g. SWIFT) to ensure efficiency and optimisation;

•  Control and Reporting

a) Manage the control processes surrounding all treasury actions, payments and dealing room security, procedures and controls, in line with the Bank's risk management guidelines;

b) Prepare required treasury reports and key performance indicators (KPIs) metrics as may be required by Management;

•  Technology and Systems

Introduce required systems and technology e.g. treasury management (TMS), dealing and information systems, the internet and other technologies and ensuring their fit into the ERP system currently being used by the Bank (SAP);

a) Manage subordinate staff performance through appropriate performance planning, coaching and performance reviews; and

b) Provide ongoing feedback to subordinate staff to ensure they develop the skills and competencies required for effective planning and individual professional and personal career growth.

•  Improving the Practice of Treasury Management

a) Communicate with staff across the organisation to understand treasury management related issues and identify areas for improvement for the organisation as a whole;

b) Develop new methodologies to implement and improve all treasury related processes;

c) Provide assistance to the business in meeting best practice treasury management requirements;

d) Keep abreast of developments in treasury management practices and advise the business accordingly; and

e) Any other duties as may be assigned to the jobholder by senior management.

Education & Qualification:

•  First degree from a leading University in either Finance, Economics, Accounting, Business Administration or other quantitative disciplines relevant to the position;

•  Candidates who hold a post graduate degree in a related field from a reputable university with up to 10 years of directly relevant treasury management experience are preferred or candidates who hold a relevant professional treasurer or accounting qualification (e.g. AMCT, MCT, ACA, CPA) and at least 10 years of relevant treasury management experience in an international commercial environment

•  Demonstrated knowledge and experience of relevant International Treasury Management issues in a Banking environment;

•  Excellent knowledge and understanding of financial instruments, particularly bonds, derivatives, structured products, and related risk management concepts;

•  Ability to communicate and function in a culturally diverse and change oriented setting with good knowledge of banking practices in Africa;

•  Ability to interact with senior officials of banks, corporates and governments;

•  Excellent verbal and written communication skills in English. Knowledge of the Bank's other working languages is an added advantage (French, Arabic and Portuguese); and

•  Demonstrated leadership capabilities, including ability to organize and manage human resources from varied cultural backgrounds to attain goals.
